This law mandates that health budgeting directly links to performance outcomes rather than proportional funding, fundamentally changing resource allocation with a stronger emphasis on efficiency, accountability, and concrete health outcomes. Through a review of relevant documents, key informant interviews, and secondary data analysis and modeling, we will create a status quo baseline of current investments and transition opportunities, addressing how Indonesia can take full financial and operational responsibility for its HTM programs within its increasingly decentralized health system. The plan will consider various funding scenarios, the country needs, and context and TGF Replenishment cycles through 2030. In this context, Thinkwell will hire a data analyst to support our Health Financing Specialist for this project. The analyst will play a crucial role in supporting the development of sustainability and transition scenarios for Indonesia's HIV, TB, and Malaria programs. This work involves analyzing complex health financing data across Indonesia's decentralized health system, tracking program expenditures and outcomes, and supporting the modeling of various funding scenarios through 2030. RESPONSIBILITIES

1. Undertaking data management (data collection, converting, coding, merging, data cleaning, etc.) from various national sources (e.g. BPS, MoH, MoF, and other ministries/ institutions)

Strategic Purchasing for Primary Health Care (SP4PHC) project, which is a nine-year program supported by a grant from the Bill & Melinda Gates Foundation (BMGF) that supports countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.

In Indonesia, SP4PHC has been working with the Ministry of Health (MOH) since late 2022 on supporting the MOH’s Health Transformation agenda and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing four workstreams, which aim to support the MOH through at PHC Consortium (Workstream 1), improve how JKN purchases PHC services (Workstream 2), foster integration of telemedicine into purchasing arrangements for PHC services (Workstream 3), and performance management (PM) for decision-making at district level (Workstream 4).

SP4PHC has been appointed as a co-coordinator of MOH-lead PHC consortium at 4 selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, academic, and external stakeholders can work together to diagnose and improve how purchasing at PHC level within the context of integrated primary care service. Activities under the Consortium include fund flow tracking, health performance assessment, and capacity building. Furthermore, in 2025-2026 ThinkWell is envisioning the support to improve the performance management capacity at the district level. This aims to empower the District Health Office (DHO) to leverage the use of existing data or evidence for the decision-making process, mainly in resource allocation areas.

To support this vision, several activities related to district monitoring and decision-making support will be carried out. The Senior Health Management Analyst position will be a core technical member of the SP4PHC Indonesia team and will report to the Project Director. This is a full-time position based in Jakarta, Indonesia.

SP4PHC-Specific Responsibilities:

·      Lead the quarterly tracking of performance monitoring data in each district, which will be reported to the funder.  This includes liasing with District Technical Assistants (DTAs) in each district to collect data, review for quality and completeness, and analyze key trends across time and geographies.  This will include liasing with local research partners

·      Lead implementation of the performance management workstream and coordinate activities with district authorities, the MoH, local research partners and others to support decision-making mechanisms at the district level.  This will be done with support from the Global Senior Technical Advisor and Project Director.

·      Support the development of the practical design of performance management activities at the district level, including adapting the PM framework to develop a ready tool for Indonesia, designing and overseeing necessary data collection,analysis, and products for dissemination. 

·      From the initial PM assessment in selected districts, the senior analyst will help design key interventions that will improve how DHO leadership use evidence for key decisions that can improve PHC performance in their jurisdictions

·      Collaborate with Senior Health Policy Analyst and Project Director to manage and ensure alignment of DTA activities in partnered districts.

·      Oversee the technical assistance provided by universities in the Consortium and work closely with them to deliver high-quality and timely outputs

·      Collaborate, align, and manage relationship with key partners like the Summit Institute for Development (SID) in the design and implementation of performance management under the same funder

·      Present at relevant forums and participate in technical working groups on ThinkWell project-related to performance management workstream.

The overall purpose of the anticipated USAID/Indonesia Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) Activity is to enhance the efficiency, effectiveness, and transparency of the USAID Mission in Indonesia, its implementing partners (IPs), and stakeholders in achieving and reporting results through the use of empirical data/information and adaptive management. In order to effectively measure and strengthen the outcomes and impact of U.S. development assistance, USAID/Indonesia seeks to enhance the design, Monitoring and Evaluation (M&E), Knowledge Management (KM), and Collaborating, Learning, and Adapting (CLA) capacity of its staff, IPs, and stakeholders in Indonesia. By adopting an evidence-based approach to decision-making, USAID can optimize resource allocation, thereby enhancing its contribution to sustainable development outcomes.

Position Description

LINC is seeking a Finance and Administration Director for the anticipated USAID-funded MECLA Activity in Indonesia. The Finance and Administration Director will oversee the administrative, operational, and financial management aspects of the project, to ensure that operations are efficient and effective, and that staff are safe and supported throughout their work. This will include overseeing local procurement, human resources, budgeting and financial reporting, vehicle management, security, and office operations. This is a proposal position contingent upon USAID award.

Responsibilities

• Ensure the project develops and maintains clear, efficient, and compliant procedures for all administrative, financial, and operational matters.
• Develop and oversee all financial management and reporting, vehicle management and transportation matters, and local procurement, including for goods and services.
• Ensure project administration and operations are carried out in compliance with USAID and LINC rules and regulations.
• Manage the day-to-day activities of all administrative personnel in support of project objectives.
• Oversee office operations.
• Support company registration and project start-up.
• Facilitate/oversee logistics and approvals for activities, as necessary.

• Undergraduate degree in a relevant field required, Master’s degree preferred.
• A minimum of 10 years’ progressive experience in donor-funded project management, with at least five years in an equivalent director-level role, managing finance and administration for a project of similar size.
• In-depth knowledge of USAID donor rules and regulations required.
• Experience conducting procurement in compliance with donor requirements.
• Experience developing and managing comprehensive financial management systems for multi-million dollar programs, and the associated budgeting and reporting.
• Excellent planning, management, and communication skills, ability to work in teams.
• Prior experience working in Indonesia required.
• Proficiency in spoken and written English and Bahasa Indonesia required.

Contract Life Cycle management:

• Daily trade confirmation monitoring & reconciliation (completeness/coherence check)
• Daily contract document reception / issuing monitoring & signature follow-up
• Closing of fully executed trades and follow up of accrual ageing

Invoicing & Cash management:

• Daily invoice booking (Goods, Transport, Logistic Services, Claims, Broker commission)
• Timely and Efficient Payments: Process payments promptly and efficiently to vendors and suppliers.
• Original invoices must be obtained and archived for 10 years in compliance with local government policy.
• Each invoice copy is accompanied by sets of supporting documents, aiding in validation. User ensures any missing documents or corrections are obtained from the supplier/vendor.

Master data management:

• Collect & Verify mandatory documents related to Secondary cost counterparty creations / updates

JOB SUMMARY:

Reporting to Finance Business Partner Manager, the Finance Analyst will work together with the Indonesia and ASEAN Finance Team and Asia Shared Service Centre (SSC) to support Indonesia business by managing the day-to-day finance operations, delivering insightful timely analysis and other financial planning needs.

The Finance Analyst also assists in budgeting, forecasting and 3YP process working with both events & finance teams to ensure data is captured accurately.
