Purpose of Project
The overall purpose of the anticipated USAID/Indonesia Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) Activity is to enhance the efficiency, effectiveness, and transparency of the USAID Mission in Indonesia, its implementing partners (IPs), and stakeholders in achieving and reporting results through the use of empirical data/information and adaptive management. In order to effectively measure and strengthen the outcomes and impact of U.S. development assistance, USAID/Indonesia seeks to enhance the design, Monitoring and Evaluation (M&E), Knowledge Management (KM), and Collaborating, Learning, and Adapting (CLA) capacity of its staff, IPs, and stakeholders in Indonesia. By adopting an evidence-based approach to decision-making, USAID can optimize resource allocation, thereby enhancing its contribution to sustainable development outcomes.
Position Description
LINC is seeking a Senior Evaluation Specialist for the anticipated USAID-funded MECLA Activity in Indonesia. The Senior Evaluation Specialist will provide targeted technical support to USAID/Indonesia and IPs and oversee all analytical activities including evaluations, assessments, and research studies. This is a proposal position contingent upon USAID award.

Responsibilities
- Oversee the design, implementation, resourcing, and quality assurance of all assessments, performance and impact evaluations.
- Design evaluation methodology, data collection methods, instruments, and protocols for evaluations.
- Oversee data collection and analysis ensuring rigor and quality assurance.
- Draft technical scopes of work for and supervise the performance of consultants and subcontractors supporting analytical activities.
- Disseminate and present evaluation findings and key learnings in reports and workshops, meetings, conferences, and seminars.
- Ensure learning from evaluations and assessments inform adaptive management by USAID and implementation partners.
- Master’s degree in social sciences, economics, statistics, monitoring and evaluation, or a related field.
- Minimum 8 years of demonstrated experience in research, evaluation, statistics and/or monitoring projects related to development; USAID experience preferred.
- At least 5 years of experience in design, implementation, management, and analysis for performance and impact evaluations of development projects.
- Proficiency in qualitative and quantitative research methods, familiarity with innovative MEL approaches a plus.
- Familiarity with USAID policies related to evaluation and performance management.
- Experience with statistical packages such as SPSS or STATA.
- Excellent collaboration, management, and communication skills.
- Prior experience working in Indonesia required.
- Proficiency in spoken and written English and Bahasa Indonesia required.
- Understanding of USAID regulations and policies, including but not limited to the Automated Directives System 201, the Evaluation Policy, and the Local Capacity Strengthening Policy.
