Introducing the role

Zinc seeks a Grants and Procurement Manager for a US State Department funded program to help promote information integrity and independent media in Indonesia. The program will provide independent media and civil society organisations with grants, capacity building and training to help them produce and disseminate engaging, fact-based content.

The Grants and Procurement Manager will be responsible for the process of grant making, managing activities from pre-award to close out. They will support the production of all necessary documents and reporting, ensuring grants are issued, compliance rules are followed, and support is provided to grantees as required. The Grants Manager will work closely with technical colleagues, who will be responsible for setting out the technical detail of calls for proposals, and with team members in the finance department who will support invoicing and the issuance of payments. They will also oversee the acquisition of goods and services for activities in-kind grants activity-level budgeting and tracking. The Grants and Procurement Manager should have the right to work in Indonesia, where the project will be based.

What you’ll be doing:

• Administer and manage program subawards from pre-award through post award and closeout, including drafting calls for proposals, conducting outreach to potential applicants, conducting pre-award risk assessments, drafting subawards, evaluating proposals, reviewing subaward financial reports and invoices, monitoring, and ensuring compliance with Zinc and GEC policies and procedures

• Determine suitability to receive grant funds and assess needs relating to technical assistance and training

• Work with grantees to establish all required reporting frameworks and money controls

• Ensure all relevant grants documentation is available and stored in Zinc’s systems, including through close wok with team members to monitor and record grant-funded projects’ activities and performance

• Review and lead responses to GEC regarding grants, contracts, agreements, and other compliance requirements under the program

• Maintain and update subaward budget trackers and provide budget analysis to Zinc management as requested

• Provide administration for centrally funded contracts, procurements, and consultants

• Train other project staff on implementation of grants, ensuring compliance and smart practices are followed at all points

• Ensure grantees meet all compliance standards, including in relation to branding and marking plans

• Track and monitor subaward cost share

What we need from you:

• Bachelor’s degree and at least five (5) years’ experience as a procurement, subcontracts and/or grants specialist

• Deep knowledge of GEC and USG regulations and contractual, grant, and procurement requirements

• Knowledge of Indonesian international funding regulations

• Demonstrated ability to work effectively with civil society, media, government officials, influencers, the private sector, donors, and other stakeholders

• Demonstrated leadership, versatility, and integrity

• Professional level of oral and written fluency in the Indonesian and English languages
