About The Role

In this key leadership role, you will be responsible for preparing and reviewing accurate cost estimates, managing estimating processes, and guiding the financial planning of major construction projects. Job Responsibilities

• Lead the preparation of detailed and accurate cost estimates using Microsoft Excel, Google Sheets, and specialized estimating software such as AMODA systems.
• Develop and standardize unit pricing models to ensure consistency in cost assessments across projects.
• Collaborate closely with architects, project planners, operations teams, and contractors to solve design challenges, offer technical guidance, and ensure seamless project delivery.
• Review and refine estimates to optimize cost-effectiveness while maintaining quality and project scope.
• Ensure well-organized, comprehensive, and easily accessible project documentation, including drawings, specifications, and cost breakdowns.
• Train and mentor junior estimators, fostering continuous improvement in estimating practices.

• Minimum 4 years of construction experience required; a degree in Architecture or Civil Engineering is preferred.
• Proficiency in CAD software, including AutoCAD, Revit, SketchUp, or equivalent tools.
• Strong understanding of architectural and engineering design principles.
• In-depth knowledge of construction codes, standards, and regulations.
• Proven ability to manage multiple complex projects simultaneously while maintaining accuracy and meeting deadlines.

We are looking for an experienced and ambitious Director to lead our Construction management (Project management consultancy) offering in Asia. This individual will work as part of the Major Projects Group (“MPG”) in region and across business units, sector, and proposition owners to develop a compelling and differentiated offer in construction management and project management consultancy across our operating markets.  The appointed individual will be accountable for the pursuit, conversion, set up and assure our portfolio construction management and project management consultancy appointments in Asia. These appointments cover the full spectrum of sectors such as advanced manufacturing developments, next generation of manufacturing plants, highly technical manufacturing & logistics facilities, data centre campuses, pharmaceutical processing facilities, as well as mixed used developments, hospitality projects and sport events venues.

Reporting to the Head of Real Estate, Asia the individual will be responsible for pursuing, converting, and assuring such projects, interfacing the project teams, bringing subject matter expertise, developing and delivering on a business plan for significant annualised growth, maintaining existing clients and promoting the values of Turner & Townsend to the market.

Responsibilities will include, but not be limited to:

• Establish a clear strategy (plan) for the pursuit, positioning, and conversion of our construction management and/or project management consultancy targets in region.
• Engage with clients to showcase our construction management and/or project management consultancy proposition and capability through practical, project-specific value adds.  This will involve leveraging our global capability and data and insights as necessary.
• Provide subject matter expertise to the set up and planning of major projects including control frameworks and processes aligned to the scale and complexity of the developments.
• Act as Subject Matter Expert (“SME”) or Reach-back Expert for key commissions and/or programs, with involvement setting up people, processes, and systems for success.
• Lead in ensuring project assurance activities for our service offer are undertaken in accordance with corporate standards, working in coordination with our risk and assurance functions within the business. Provide follow up and feedback to commission leads and/or business unit leads as applicable.
• Provide key technical and commercial advice to clients across major projects.
• Manage key client accounts and winning new business through organic growth and referral opportunities.
• Embrace and work in a digital project management environment using in-house and partner systems, tools, and methodologies.

Skills required

• Exemplary leadership and stakeholder engagement skills and experience.
• Background in construction (contracting) and/or construction management, including prolonged exposure to construction site set up and operations.
• 15+ years’ experience leading complex and major projects and programs (in excess of $200m USD) from outset to completion.
• Ability to influence, advise and recommend appropriate course of action to management and executives within client or partner organizations.
• Experience is in a complex stakeholder environment reporting regularly to key stakeholders including internal teams, appointed technical partners and the client.

PRINCIPAL RESPONSIBILITIES

Essential Functions and Responsibilities

• Support on-site staffs in giving the recommendation and good solution on any building operational problem that has occurred.
• Implement the policy and procedures and give recommendations and good solutions on any operational issues that occurred during on-site visit.
• Oversee day-to-day operations of the facility(s) or campus including janitorial, security & safety, engineering and general maintenance and helps to ensure these are carried out in a manner consistent with C&W policies and ownership directives. This includes assisting with the management of contracts and vendors
• Analyze building conditions and assigned building management resources and prepare reports setting forth progress, adverse trends and appropriate recommendations and conclusions; advise other administrative officials regarding building conditions and utilization as affected by repair/maintenance/enhancement activities.
• Developing and implementing recommendations to position the Property at its highest and best use. Preparing and presenting periodic valuations of the Property, including yield and/or rate of return analysis and five to ten years cash flow projections.
• Prepare and update plans for response to and recovery from emergency and disaster conditions in connection to the assigned project(s); lead and participate in implementation of emergency plans in appropriate situations.
• Update the benchmarking of building management information, such as service charge, rental fee, fitting out charge, overtime charge, etc.
• Ensure that the building safety, security, and healthy environment are functioned appropriately.

Some of your duties will include:

·        Responsible to ensuring the cost efficiency and financial control of the EPC project for expanding the mineral processing plant's capacity, especially to support the fabricated steel sections. The QS will oversee project cost estimation, budget control, progress valuation, and ensure compliance with contract terms and specifications to support in measurement of the fabricated steel sections at the steel fabricators premises.

·        Cost Estimation & Planning

o  Prepare detailed cost estimates for materials, labor, and equipment required for the project.

o  Develop, monitor, and update project budgets based on project scope and changes.

o  Collaborate with the engineering, procurement, and construction teams to ensure cost-effective solutions.

·        Contract Management

o  Review, evaluate, and manage contracts, ensuring compliance with project specifications and client requirements.

o  Administer and assess variations, claims, and contractual changes.

o  Ensure proper documentation and records of all contractual agreements and transactions.

·        Measurement & Valuation

o  Conduct quantity take-offs from engineering drawings and specifications.

o  Measure and verify work progress to support interim payment applications.

o  Prepare and certify subcontractor payments based on actual work completed.

·        Cost Control & Reporting

o  Track and monitor project costs against the approved budget, identifying variances.

o  Provide regular financial and progress reports to the project management team.

o  Suggest cost-saving measures without compromising quality or schedule.

·        Risk Management

o  Identify cost-related risks and propose mitigation measures.

o  Manage unforeseen expenses or scope changes within approved limits.

·        Collaboration & Communication

o  Liaise with internal and external stakeholders, including engineers, procurement teams, contractors, and client representatives.

o  Conduct periodic site visits to monitor progress and ensure compliance with the budget.
