Strategic Purchasing for Primary Health Care (SP4PHC) project, which is a nine-year program supported by a grant from the Bill & Melinda Gates Foundation (BMGF) that supports countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.

In Indonesia, SP4PHC has been working with the Ministry of Health (MOH) since late 2022 on supporting the MOH’s Health Transformation agenda and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing four workstreams, which aim to support the MOH through at PHC Consortium (Workstream 1), improve how JKN purchases PHC services (Workstream 2), foster integration of telemedicine into purchasing arrangements for PHC services (Workstream 3), and performance management (PM) for decision-making at district level (Workstream 4).

SP4PHC has been appointed as a co-coordinator of MOH-lead PHC consortium at 4 selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, academic, and external stakeholders can work together to diagnose and improve how purchasing at PHC level within the context of integrated primary care service. Activities under the Consortium include fund flow tracking, health performance assessment, and capacity building. Furthermore, in 2025-2026 ThinkWell is envisioning the support to improve the performance management capacity at the district level. This aims to empower the District Health Office (DHO) to leverage the use of existing data or evidence for the decision-making process, mainly in resource allocation areas.

To support this vision, several activities related to district monitoring and decision-making support will be carried out. The Senior Health Management Analyst position will be a core technical member of the SP4PHC Indonesia team and will report to the Project Director. This is a full-time position based in Jakarta, Indonesia.

SP4PHC-Specific Responsibilities:

·      Lead the quarterly tracking of performance monitoring data in each district, which will be reported to the funder.  This includes liasing with District Technical Assistants (DTAs) in each district to collect data, review for quality and completeness, and analyze key trends across time and geographies.  This will include liasing with local research partners

·      Lead implementation of the performance management workstream and coordinate activities with district authorities, the MoH, local research partners and others to support decision-making mechanisms at the district level.  This will be done with support from the Global Senior Technical Advisor and Project Director.

·      Support the development of the practical design of performance management activities at the district level, including adapting the PM framework to develop a ready tool for Indonesia, designing and overseeing necessary data collection,analysis, and products for dissemination. 

·      From the initial PM assessment in selected districts, the senior analyst will help design key interventions that will improve how DHO leadership use evidence for key decisions that can improve PHC performance in their jurisdictions

·      Collaborate with Senior Health Policy Analyst and Project Director to manage and ensure alignment of DTA activities in partnered districts.

·      Oversee the technical assistance provided by universities in the Consortium and work closely with them to deliver high-quality and timely outputs

·      Collaborate, align, and manage relationship with key partners like the Summit Institute for Development (SID) in the design and implementation of performance management under the same funder

·      Present at relevant forums and participate in technical working groups on ThinkWell project-related to performance management workstream. 

·      Building and maintain strong working relations with technical and management units in partner organizations, especially Ministry of Health and District Health Office. This includes partnership with other relevant development agencies.

QuAlifications

1.    Master’s degree in business administration and public administration with +5 years of experience in the Indonesian health system.

2.    Having experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO, will be a value-added.

ThinkWell will develop a sustainability assessment and transition plan for The Global Fund’s (TGF) HIV, TB, and Malaria (HTM) portfolio in Indonesia, considering the context of Indonesia’s decentralized health system and Health Law No. 17/2023. This law mandates that health budgeting directly links to performance outcomes rather than proportional funding, fundamentally changing resource allocation with a stronger emphasis on efficiency, accountability, and concrete health outcomes. Through a review of relevant documents, key informant interviews, and secondary data analysis and modeling, we will create a status quo baseline of current investments and transition opportunities, addressing how Indonesia can take full financial and operational responsibility for its HTM programs within its increasingly decentralized health system. The plan will consider various funding scenarios, the country needs, and context and TGF Replenishment cycles through 2030. The Health Financing Specialist (Grade 9) will play a crucial role in developing sustainability and transition scenarios for Indonesia's HIV, TB, and Malaria programs. This work involves analyzing complex health financing data across Indonesia's decentralized health system, tracking program expenditures and outcomes, and supporting the modeling of various funding scenarios through 2030. This is a full-time position based in Jakarta, Indonesia, for the period of January to 31 May 2025.

Responsibilities

1. Conduct literature reviews on relevant technical and policy issues and summarize findings effectively.

2. Collect and manage (e.g., clean, sort, and match variables) data for analysis from multiple health information systems (NHA, IDHS, SUSENAS, SAKERNAS, and BPJS-K sample claims), documenting the study protocol and upholding good research practice.

3. Conduct analysis using health financing tools; Stata, R, or other applicative tool, to build evidence that informs policy on health financing. The analysis includes financing flows and fund tracking across different government levels (central, provincial, district) for HTM programs.

4. Analyze quantitative and qualitative data across various subjects, including HIV/AIDS, TB and Malaria. Conduct analysis on health expenditure and utilization, budget impact analysis, and cost-effectiveness analysis of public health programs. Assist in developing and analyzing funding scenarios for the HTM program transition. Support the analysis of JKN claims data related to HTM services and their integration into the national health insurance scheme. Analyze absorption capacity for HTM programs across different administrative levels

5. Create graphics and visualizations of quantitative and qualitative data.

6. Create documentation for projects as requested, including meeting agendas and minutes, photos, and recordings from engagements such as interviews, client meetings, and project workshops.

7. Actively participate in team meetings and contribute pertinent information, ideas, and suggestions related to project commitments.

8. Organize and manage version control for project documents, including Excel workbooks, narrative reports, and PowerPoint slide decks, to facilitate team efficiency and accuracy and to ensure high-quality client deliverables.

DELIVERABLES

‒ A progress report that shows the summary of tasks provided contributions to TGF work plan deliverables. This should be submitted every 25th of each month.

The SA leverages that expertise to support and conduct high level analysis, generate insights, influence policy and to support program design and execution. The SA is responsible for supporting (on behalf of the Ministry of Health) a consortium to pilot primary health care transformation agenda in Indonesia. The SA is expected to contribute to the development and active dissemination of high-quality technical knowledge products.

To support these strategies, several activities related to the health system, financing, and policy will be carried out. The SA will be a core technical member of the SP4PHC Indonesia team and will report to SP4PHC Project Director. This is a full-time position based in Jakarta, Indonesia.

Program design and implementation

• Support ministries of health and finance on development of national health financing strategies, budget planning, preparation and execution, and budget advocacy.

• Support sub-national actors in decentralized settings by strengthening capacity to respond to increased autonomy for planning, budgeting and public financial management.

• Support the design and implementation of health financing mechanisms such as health insurance and performance-based financing.

• Support team to generate targeted evidence and provide technical support to MOH and BPJS-K on improving JKN and work with these partners to incorporate these findings into policy development and roll-out

• Lead analyses on health expenditure, including out-of-pocket spending, financial forecasting, benefit incidence analysis, resource tracking and cost-effectiveness.

• Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.

• Create graphics and visualizations of quantitative and qualitative data.

Research

• Develop research protocols, including data collection instruments such as surveys and semi-structured interview questionnaires, and support validation of instruments.

• Conduct desk research including literature reviews, data mining and analysis on relevant technical and policy issues and effectively summarize findings.

• Data collection and analysis for country research studies. Data collection may entail working closely with stakeholders, such as BPJS-K, Centers of Excellence, and the National Population and Family Planning Board (BKKBN)

• Provide quantitative and qualitative data analyses across a range of subjects.

Data Management

• Develop and manage large datasets such as NHA, IDHS, SUSENAS, and BPJS-K claims. This includes cleaning, constructing, sorting, and updating variables.

• Provide technical advice on how to mitigate risk when working with large datasets, such as accounting for missing data points

• Document the research process through Stata .do files or other methods to follow responsible record-keeping practices

Project Reporting and Representation

• Draft or revise sections of donor reports and coordinate team member input.

• Prepare communications for policy and technical meetings or forums

• Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events.

Project Administration and Operations

• Develop and maintain strong working relations with technical and management units in partner organizations (BPJS-K; MoH; BKKBN; IBI; Bappenas; District Health Offices; and private sector agencies)

To support these workstreams, several activities related to the health system, financing, and policy will be carried out. The Medical and Health Financing Specialist position will be a core technical member of the SP4PHC Indonesia team and will report to Project Director. This is a full-time position based in Jakarta, Indonesia.

SP4PHC-SPECIFIC RESPONSIBILITIES:

Technical Support on PHC consortium

· Support the implementation of a consortium to pilot primary care transformation in Indonesia, providing technical support to the consortium, and coordinating activities with district authorities, the MoH, local research partners and others.

· In collaboration with Senior Technical Advisor and Project Director, support various activities, including fund flow tracking and health performance assessment, conducted by the Consortium across 4 districts

· Collaborate with Senior Technical Advisor to coordinate various Consortium stakeholders, which include units within MoH, other ministerial agencies, universities, other BMGF grantees, and district health offices,

· Ensure high quality and timely outputs for deliverables and technical assistance provided by universities in the Consortium

· Collaborate with Project Director to ensure alignment of District Technical Assistants’ works in 4 districts, especially technical support provided to DHO and university, with the Consortium’s activity

· Support the generation of evidence and insights from the Consortium implementation, and work with the MoH and partners to incorporate these into policy development and roll-out

Data Analysis for Policy Reform

· Collaborate with Senior Technical Advisor to support feasible study plan, oversee data collection, and provide inputs on data analysis that are being implemented by the team

· Support the translational process from evidence to policy by ensuring maximum uptake of evidence by relevant policymakers

· Prepare data for analysis, documenting the study protocol and upholding good research practice

· Analyze data and synthesize information, especially as it relates to strategic purchasing

· Conduct literature reviews related to current evaluations, studies, publications on national health insurance, primary health care, telemedicine, and other topics as required

· Collect qualitative and quantitative data from MoH, BPJS-K, and other partners, as needed

· In collaboration with the Senior Technical Advisor, undertake scenario development of strategic purchasing and primary health care to provide quality care for JKN members

Data Analysis for Learning Agenda and Knowledge Management

· Support data collection and synthesis for the learning agenda based on key evaluation and learning questions

· Synthesize M&E data for the learning agenda and to inform policy-oriented reports and analyses

· Help maintain project database of all data, information, reports, technical papers, and publications

· Publish briefs, papers, articles, and blogs.

· Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results.

· Build ThinkWell reputation as a thought leader in the field.

Technical Support and Pilot Implementation

· Contribute to the design of strategic purchasing pilots to test policy options within Consortium districts (e.g. telemedicine or ASIK pilot implementation)

· Conduct field monitoring of pilots and liaise with an external third party to monitor and evaluate the pilot project

· Together with project partners, support the development of data management systems and ensure data quality for pilot projects

· Provide technical inputs and support the development of a private sector engagement strategy

· Provide technical support to the government and private sector partners as required

Project Reporting

· Write sections of donor reports and coordinate team member input;

· Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events; and

Strategic Partnerships

· Develop and maintain strong working relations with technical and management units in partner organizations, especially MoH and BPJS-K; and
