Purpose of Project

The overall purpose of the anticipated USAID/Indonesia Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) Activity is to enhance the efficiency, effectiveness, and transparency of the USAID Mission in Indonesia, its implementing partners (IPs), and stakeholders in achieving and reporting results through the use of empirical data/information and adaptive management. In order to effectively measure and strengthen the outcomes and impact of U.S. development assistance, USAID/Indonesia seeks to enhance the design, Monitoring and Evaluation (M&E), Knowledge Management (KM), and Collaborating, Learning, and Adapting (CLA) capacity of its staff, IPs, and stakeholders in Indonesia. By adopting an evidence-based approach to decision-making, USAID can optimize resource allocation, thereby enhancing its contribution to sustainable development outcomes.

Position Description

LINC is seeking a Senior MEL Specialist for the anticipated USAID-funded MECLA Activity in Indonesia. The Senior MEL Specialist will provide leadership and oversight of all monitoring, evaluation, assessment, and research activities of the MECLA Activity. This is position is contingent upon USAID award.

Responsibilities

• Oversee performance and context monitoring support services for USAID/Indonesia, including support for developing the CDCS, collecting data for the performance management plan and to monitor other USAID initiatives, ensuring data quality, and supporting portfolio review and reporting.
• Provide MEL technical assistance and training to USAID implementing partners on developing theories of change, activity MEL plan development, monitoring systems and processes, data quality assessments, and research, data collection, and reporting practices.
• Provide clear visualizations of context and monitoring data.
• Oversee the design, implementation, resourcing, and quality assurance of all assessments, performance and impact evaluations.
• Design evaluation methodology, data collection methods, instruments, and protocols for evaluations.
• Oversee data collection and analysis ensuring rigor and quality assurance.
• Disseminate and present evaluation findings and key learnings in reports and workshops, meetings, conferences, and seminars.
• Ensure learning from monitoring, evaluations, and assessments inform adaptive management by USAID and implementing partners.

• Master’s degree in international development, economics, statistics, political science, monitoring and evaluation, or a related field.
• Minimum 8 years of demonstrated experience in research, evaluation, statistics and/or monitoring projects related to development; USAID experience preferred.
• At least 5 years of experience in design, implementation, management, and analysis for performance and impact evaluations of development projects.
• Proficiency in qualitative and quantitative research methods, familiarity with innovative MEL approaches a plus.
• Familiarity with USAID policies related to evaluation and performance management.
• Prior experience working in Indonesia required.
• Exceptional written and oral communication skills.
• Proficiency in spoken and written English and Bahasa Indonesia required.

Some of your duties will include:

·        Provide maintenance engineering & reliability engineering service within process maintenance department

·        Monitor departmental results, identify opportunities for improvement & work closely with frontline staff to initiate changes.

·        Manage the Change Management process to ensure compliance, provide engineering input to the process, prioritize & coordinate resultant projects Review and critique work of others in the department for technical correctness (QA/QC).

·        Facilitate Root Cause Analysis (RCA) of major failure/downtime events & follow up close out of corrective actions.

·        Develops maintenance personnel to perform equipment trouble shooting.

·        Compile failure data, carry out FME analysis to provide input to planning for adjustment of PM/PdM frequency and spare parts analysis.

·        Develop & manage departmental standards

·        Act as a QA/QC resource when required

·        Identify opportunity, initiate & monitor trials of alternative parts where feasible

·        Oversee new installations, including design, modification & commissioning (baseline measurement)

·        Ensures that all work is properly documented, filed and recorded for future reference

·        Assist Superintendent Resource Management to provide data interpretation & recommendations
