This law mandates that health budgeting directly links to performance outcomes rather than proportional funding, fundamentally changing resource allocation with a stronger emphasis on efficiency, accountability, and concrete health outcomes. Through a review of relevant documents, key informant interviews, and secondary data analysis and modeling, we will create a status quo baseline of current investments and transition opportunities, addressing how Indonesia can take full financial and operational responsibility for its HTM programs within its increasingly decentralized health system. The plan will consider various funding scenarios, the country needs, and context and TGF Replenishment cycles through 2030. The Health Financing Specialist (Grade 9) will play a crucial role in developing sustainability and transition scenarios for Indonesia's HIV, TB, and Malaria programs. This work involves analyzing complex health financing data across Indonesia's decentralized health system, tracking program expenditures and outcomes, and supporting the modeling of various funding scenarios through 2030. This is a full-time position based in Jakarta, Indonesia, for the period of January to 31 May 2025.

Responsibilities

1. Conduct literature reviews on relevant technical and policy issues and summarize findings effectively.

2. Collect and manage (e.g., clean, sort, and match variables) data for analysis from multiple health information systems (NHA, IDHS, SUSENAS, SAKERNAS, and BPJS-K sample claims), documenting the study protocol and upholding good research practice.

3. Conduct analysis using health financing tools; Stata, R, or other applicative tool, to build evidence that informs policy on health financing. The analysis includes financing flows and fund tracking across different government levels (central, provincial, district) for HTM programs.

4. Analyze quantitative and qualitative data across various subjects, including HIV/AIDS, TB and Malaria. Conduct analysis on health expenditure and utilization, budget impact analysis, and cost-effectiveness analysis of public health programs. Support the analysis of JKN claims data related to HTM services and their integration into the national health insurance scheme. Analyze absorption capacity for HTM programs across different administrative levels

5. Create graphics and visualizations of quantitative and qualitative data.

6. Create documentation for projects as requested, including meeting agendas and minutes, photos, and recordings from engagements such as interviews, client meetings, and project workshops.

Purpose of Project

The overall purpose of the anticipated USAID/Indonesia Monitoring, Evaluation, Collaborating, Learning, and Adapting (MECLA) Activity is to enhance the efficiency, effectiveness, and transparency of the USAID Mission in Indonesia, its implementing partners (IPs), and stakeholders in achieving and reporting results through the use of empirical data/information and adaptive management. In order to effectively measure and strengthen the outcomes and impact of U.S. development assistance, USAID/Indonesia seeks to enhance the design, Monitoring and Evaluation (M&E), Knowledge Management (KM), and Collaborating, Learning, and Adapting (CLA) capacity of its staff, IPs, and stakeholders in Indonesia. By adopting an evidence-based approach to decision-making, USAID can optimize resource allocation, thereby enhancing its contribution to sustainable development outcomes.

Position Description

LINC is seeking a Senior Performance Monitoring Specialist for the anticipated USAID-funded MECLA Activity in Indonesia. The Senior Performance Monitoring Specialist will provide overall technical direction on performance monitoring for the USAID/Indonesia Mission and its partners. This is a proposal position contingent upon USAID award.

Responsibilities

• Oversee performance and context monitoring support services for USAID/Indonesia, including support for developing the CDCS, collecting data for the performance management plan and to monitor other USAID initiatives, ensuring data quality, and supporting portfolio review and reporting.
• Provide MEL technical assistance and training to USAID implementing partners on developing theories of change, activity MEL plan development, monitoring systems and processes, data quality assessments, and research, data collection, and reporting practices.
• Provide clear visualizations of context and monitoring data.

• Master’s degree in international development, economics, statistics, political science, monitoring and evaluation, or a related field.
• Minimum of eight years of demonstrated experience in performance monitoring on USAID projects.
• Familiarity with USAID policies related to evaluation and performance management.
• Prior experience working in Indonesia required.
• Exceptional written and oral communication skills.
• Proficiency in spoken and written English and Bahasa Indonesia required.

Some of your duties will include:

·        Provide maintenance engineering & reliability engineering service within process maintenance department

·        Monitor departmental results, identify opportunities for improvement & work closely with frontline staff to initiate changes.

·        Manage the Change Management process to ensure compliance, provide engineering input to the process, prioritize & coordinate resultant projects Review and critique work of others in the department for technical correctness (QA/QC).

·        Facilitate Root Cause Analysis (RCA) of major failure/downtime events & follow up close out of corrective actions.

·        Develops maintenance personnel to perform equipment trouble shooting.

·        Compile failure data, carry out FME analysis to provide input to planning for adjustment of PM/PdM frequency and spare parts analysis.

·        Develop & manage departmental standards

·        Act as a QA/QC resource when required

·        Identify opportunity, initiate & monitor trials of alternative parts where feasible

·        Oversee new installations, including design, modification & commissioning (baseline measurement)

·        Ensures that all work is properly documented, filed and recorded for future reference
