This law mandates that health budgeting directly links to performance outcomes rather than proportional funding, fundamentally changing resource allocation with a stronger emphasis on efficiency, accountability, and concrete health outcomes. Through a review of relevant documents, key informant interviews, and secondary data analysis and modeling, we will create a status quo baseline of current investments and transition opportunities, addressing how Indonesia can take full financial and operational responsibility for its HTM programs within its increasingly decentralized health system. The plan will consider various funding scenarios, the country needs, and context and TGF Replenishment cycles through 2030. In this context, Thinkwell will hire a data analyst to support our Health Financing Specialist for this project. The analyst will play a crucial role in supporting the development of sustainability and transition scenarios for Indonesia's HIV, TB, and Malaria programs. This work involves analyzing complex health financing data across Indonesia's decentralized health system, tracking program expenditures and outcomes, and supporting the modeling of various funding scenarios through 2030. This is a full-time position based in Jakarta, Indonesia, for the period of January to 31 May 2025.

RESPONSIBILITIES

1. Undertaking data management (data collection, converting, coding, merging, data cleaning, etc.) from various national sources (e.g. BPS, MoH, MoF, and other ministries/ institutions)

2. Assisting the Health Financing Specialist in analysing data from multiple health information systems (e.g. NHA, IDHS, SUSENAS, SAKERNAS, and BPJS-K sample claims).

3. Conducting statistical analysis with provided dataset to produce high-quality, evidence-based findings and recommendations. Support the analysis of financing flows and fund tracking across different government levels (central, provincial, district) for HTM programs.

4. Assist in developing and analyzing funding scenarios for a potential transition of the HTM program from donor to government funds. Support the analysis of JKN claims data related to HTM services and the potential for their integration into the national health insurance scheme. Analyze absorption capacity for HTM programs across different administrative levels.

Strategic Purchasing for Primary Health Care (SP4PHC) project, which is a nine-year program supported by a grant from the Bill & Melinda Gates Foundation (BMGF) that supports countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.

In Indonesia, SP4PHC has been working with the Ministry of Health (MOH) since late 2022 on supporting the MOH’s Health Transformation agenda and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing four workstreams, which aim to support the MOH through at PHC Consortium (Workstream 1), improve how JKN purchases PHC services (Workstream 2), foster integration of telemedicine into purchasing arrangements for PHC services (Workstream 3), and performance management (PM) for decision-making at district level (Workstream 4).

SP4PHC has been appointed as a co-coordinator of MOH-lead PHC consortium at 4 selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, academic, and external stakeholders can work together to diagnose and improve how purchasing at PHC level within the context of integrated primary care service. Activities under the Consortium include fund flow tracking, health performance assessment, and capacity building. Furthermore, in 2025-2026 ThinkWell is envisioning the support to improve the performance management capacity at the district level. This aims to empower the District Health Office (DHO) to leverage the use of existing data or evidence for the decision-making process, mainly in resource allocation areas.

To support this vision, several activities related to district monitoring and decision-making support will be carried out. The Senior Health Management Analyst position will be a core technical member of the SP4PHC Indonesia team and will report to the Project Director. This is a full-time position based in Jakarta, Indonesia.

SP4PHC-Specific Responsibilities:

·      Lead the quarterly tracking of performance monitoring data in each district, which will be reported to the funder.  This includes liasing with District Technical Assistants (DTAs) in each district to collect data, review for quality and completeness, and analyze key trends across time and geographies.  This will include liasing with local research partners

·      Lead implementation of the performance management workstream and coordinate activities with district authorities, the MoH, local research partners and others to support decision-making mechanisms at the district level.  This will be done with support from the Global Senior Technical Advisor and Project Director.

·      Support the development of the practical design of performance management activities at the district level, including adapting the PM framework to develop a ready tool for Indonesia, designing and overseeing necessary data collection,analysis, and products for dissemination. 

·      From the initial PM assessment in selected districts, the senior analyst will help design key interventions that will improve how DHO leadership use evidence for key decisions that can improve PHC performance in their jurisdictions

·      Collaborate with Senior Health Policy Analyst and Project Director to manage and ensure alignment of DTA activities in partnered districts.

·      Oversee the technical assistance provided by universities in the Consortium and work closely with them to deliver high-quality and timely outputs

·      Collaborate, align, and manage relationship with key partners like the Summit Institute for Development (SID) in the design and implementation of performance management under the same funder

·      Present at relevant forums and participate in technical working groups on ThinkWell project-related to performance management workstream.

The Finance and Accounting Manager is responsible for overseeing financial operations, ensuring accurate & timely financial reporting, and maintaining effective accounting systems and controls. This role includes managing financial transactions, journal entries, reconciliations, financial and management reporting, taxation, procedural development, corporate projects, and budget & forecast preparation. The Manager will also review operational contracts and liaise with internal and external parties.

Job Function:

1. Financial Transaction Review:

• Verify transactions, invoices, bank entries, and fixed assets for compliance and accuracy.

• Review and post journal entries promptly, ensuring compliance with standards.

• Regularly reconcile bank statements and ledgers for accuracy.

• Prepare and review financial and management reports with strategic insights.

• Oversee tax activities, ensuring regulatory compliance.

• Implement finance procedures to strengthen systems and controls.

• Provide financial support for corporate projects, aligning with standards.

• Assist in preparing budgets and forecasts, monitor performance, and analyze variances.

• Analyze contracts for favorable terms and compliance.

Qualifications:

• Bachelor’s degree in accounting, Finance, or a related field. Master’s degree or professional certification preferred. (min GPA of 3.00 from a reputable university)
• Significant experience in finance and accounting roles, with at least 1 year in a managerial position in Hotel or Hospitality Industry.
• Strong knowledge of accounting principles, financial regulations, and tax laws.
• Proficiency in accounting software and Microsoft Office Suite.
• Fluent English proficiency both oral and written
• Excellent analytical, problem-solving, and decision-making skills.
• Strong attention to detail and accuracy.
• Effective communication and leadership skills.
• Ability to manage multiple tasks and meet deadlines.
• Able to operate an Accounting System. Having experience with SAP Systems will be an advantage.

Pencatatan Transaksi Keuangan: Melakukan pencatatan dan pengklasifikasian transaksi keuangan perusahaan secara akurat dan tepat waktu.

Rekonsiliasi Bank: Memastikan kecocokan antara catatan kas perusahaan dan laporan bank melalui proses rekonsiliasi.

Pengelolaan Pajak: Membantu dalam perhitungan dan pelaporan pajak (misalnya PPN, PPh) untuk memastikan kepatuhan terhadap regulasi perpajakan.

Pengelolaan Kas dan Pembayaran: Mengelola aliran kas, termasuk pembayaran utang dan piutang perusahaan, serta memastikan pembayaran dilakukan tepat waktu.

Analisis Keuangan: Melakukan analisis terhadap laporan keuangan untuk membantu manajemen dalam pengambilan keputusan keuangan.

Audit Internal: Membantu dalam proses audit internal untuk memastikan bahwa laporan dan transaksi keuangan sesuai dengan kebijakan perusahaan.

About the role

• Daily invoice booking (Goods, Transport, Logistic Services, Claims, Broker commission)
• Timely and Efficient Payments: Process payments promptly and efficiently to vendors and suppliers.
• Original invoices must be obtained and archived for 10 years in compliance with local government policy.
• Each invoice copy is accompanied by sets of supporting documents, aiding in validation. User ensures any missing documents or corrections are obtained from the supplier/vendor.
• Ageing balance monitoring

Master data management:

• Collect & Verify mandatory documents related to Secondary cost counterparty creations / updates
• Collect & Verify mandatory documents related to bank account creations / updates
