Strategic Purchasing for Primary Health Care (SP4PHC) project, which is a nine-year program supported by a grant from the Bill & Melinda Gates Foundation (BMGF) that supports countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.
In Indonesia, SP4PHC is working with Ministry of Health (MOH) since the late 2022 on supporting the MOHโs Health Transformation agenda, and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing three workstreams, which aim to support the MOH through at PHC Consortium (Workstream 1), improve how JKN purchases PHC services (Workstream 2), and foster integration of telemedicine into purchasing arrangements for PHC services (Workstream 3).
Under Workstream 1, SP4PHC has been tasked as a coordinator of MOH-lead PHC consortium at 4 selected districts. The PHC consortium aims to set up a catalytic learning platform where key national and subnational government, academic, and external stakeholders can work together to diagnose and improve how purchasing at PHC level within the context of integrated primary care service. Activities under the Consortium will include fund flow tracking, health performance assessment, and capacity building.
To support these workstreams, several activities related to the health system, financing, and policy will be carried out. The Medical and Health Financing Specialist position will be a core technical member of the SP4PHC Indonesia team and will report to Project Director. This is a full-time position based in Jakarta, Indonesia.
SP4PHC-SPECIFIC RESPONSIBILITIES:
Technical Support on PHC consortium
ยท Support the implementation of a consortium to pilot primary care transformation in Indonesia, providing technical support to the consortium, and coordinating activities with district authorities, the MoH, local research partners and others.
ยท In collaboration with Senior Technical Advisor and Project Director, support various activities, including fund flow tracking and health performance assessment, conducted by the Consortium across 4 districts
ยท Collaborate with Senior Technical Advisor to coordinate various Consortium stakeholders, which include units within MoH, other ministerial agencies, universities, other BMGF grantees, and district health offices,
ยท Ensure high quality and timely outputs for deliverables and technical assistance provided by universities in the Consortium
ยท Collaborate with Project Director to ensure alignment of District Technical Assistantsโ works in 4 districts, especially technical support provided to DHO and university, with the Consortiumโs activity
ยท Support the generation of evidence and insights from the Consortium implementation, and work with the MoH and partners to incorporate these into policy development and roll-out
Data Analysis for Policy Reform
ยท Collaborate with Senior Technical Advisor to support feasible study plan, oversee data collection, and provide inputs on data analysis that are being implemented by the team
ยท Support the translational process from evidence to policy by ensuring maximum uptake of evidence by relevant policymakers
ยท Prepare data for analysis, documenting the study protocol and upholding good research practice
ยท Analyze data and synthesize information, especially as it relates to strategic purchasing
ยท Conduct literature reviews related to current evaluations, studies, publications on national health insurance, primary health care, telemedicine, and other topics as required
ยท Collect qualitative and quantitative data from MoH, BPJS-K, and other partners, as needed
ยท In collaboration with the Senior Technical Advisor, undertake scenario development of strategic purchasing and primary health care to provide quality care for JKN members
Data Analysis for Learning Agenda and Knowledge Management
ยท Support data collection and synthesis for the learning agenda based on key evaluation and learning questions
ยท Synthesize M&E data for the learning agenda and to inform policy-oriented reports and analyses
ยท Help maintain project database of all data, information, reports, technical papers, and publications
ยท Publish briefs, papers, articles, and blogs.
ยท Present at conferences/participate in technical working groups on ThinkWell project-related technical innovations, priorities, and results.
ยท Build ThinkWell reputation as a thought leader in the field.
Technical Support and Pilot Implementation
ยท Contribute to the design of strategic purchasing pilots to test policy options within Consortium districts (e.g. telemedicine or ASIK pilot implementation)
ยท Conduct field monitoring of pilots and liaise with an external third party to monitor and evaluate the pilot project
ยท Together with project partners, support the development of data management systems and ensure data quality for pilot projects
ยท Provide technical inputs and support the development of a private sector engagement strategy
ยท Provide technical support to the government and private sector partners as required
Project Reporting
ยท Write sections of donor reports and coordinate team member input;
ยท Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events; and
Strategic Partnerships
ยท Develop and maintain strong working relations with technical and management units in partner organizations, especially MoH and BPJS-K; and
ยท Contribute to the development of strategic networks and partnerships to build the portfolio of ThinkWell Indonesia
Job Location: This is a full-time position based in ThinkWell Office, Jakarta. (Indonesian Nationals Only)
1. Bachelorโs degree from medical school
2. Preferably a masterโs degree in public health, health system or health policy
3. Have relevant working experience of at least seven years for a bachelorโs degree or 5+ years for a graduate degree
4. Have experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO, preferably with some experience managing projects in low- or middle-income countries
5. Advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g. STATA) preferred
6. Exceptional analytical, research and problem-solving capabilities
7. A thoughtful systems thinker with a grounded, pragmatic understanding of the complexities of our work
8. Tech savvy and skilled at visual display of data
9. Demonstrated poise and professionalism in engaging with external partners, donors, and stakeholders
10. Full fluency in English and Bahasa Indonesia
11. Outstanding written and verbal communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations, as well as across work areas
12. Ability and willingness to travel up to 25%.
