About the role

We are seeking an experienced HR Manager in Jakarta as a strategic partner to the business line and hiring managers, aligning HR initiatives with company objectives. You will lead and drive the implementation of HR strategies, ensure competitive compensation frameworks, and maintain employee engagement and compliance with regulations.

Job Responsibilities 

• Collaborate with business lines and hiring managers to meet manpower demands and adapt to market dynamics.
• Lead the annual salary review and performance management exercise.
• Review and enhance compensation and performance frameworks to support employee growth and competitiveness.
• Oversee the full cycle of recruitment for the Indonesia office, ensuring a high-quality onboarding experience.
• Design and develop initiatives to foster employee engagement, satisfaction, and alignment with company values.
• Prepare and manage monthly payroll processing.
• Ensure HR practices comply with Indonesian labor laws and regulations, updating policies as needed.
• Advocate for Igloo’s vision, mission, and values, translating them into HR policies and guidelines.
• Support additional HR projects and initiatives as required.

• Bachelor's degree in Human Resources Management, Business Administration, or a related field (Master's degree preferred).

• Minimum 10 years of HR Generalist  / HR Business Partner experiences, preferably from an insurance company and has experience across different/ couples of HR functions.
• Excellent communication skills, ability to build relationships.
• Strong knowledge of Indonesian employment law.

Some of your duties will include:

·        Serve as the go-to expert for HRIS-related queries

·        Prepare ad-hoc reports as needed for management and other stakeholders; Collaborates with internal and / or external stakeholders to understand business and HR requirements and develops routine and ad-hoc reports and dashboards in line with these requirements.

·        Compiles, sorts, and organizes data in preparation for subsequent analysis HR Data to generate reports

·        Identifies and resolves any data quality issues by conducting both routine and ad-hoc data cleaning and testing

·        Uses a range of business intelligence and data analysis tools to provide analysis and reports within a comparatively structured reporting framework

·        Applies statistical and / or data visualization techniques

·        Prepares and presents interpretation of findings to internal and / or external clients.

·        Provide technical support and assist end users with SuccessFactors queries, such as forgotten passwords, leave requests, benefits approvals, etc.

·        Work closely with HR other functions (Payroll, Salary Benefit, Recruitment, IR) to ensure data employees are well maintained, especially during payroll preparation.

The Regional HR Manager is responsible for establishing and overseeing all HR functions across the NGO’s operations in Taiwan, Nepal, the Philippines, and Malaysia. This role focuses on setting up a robust HR system from the ground up, including hiring and developing a high-performing HR team. The Regional HR Manager will ensure the development and implementation of HR strategies, policies, and practices that support the NGO’s mission, enhance employee engagement, and comply with local regulations.

Key Responsibilities:

1. HR System Setup and Strategy Development:

• HR Infrastructure: Design and implement a comprehensive HR infrastructure that supports the NGO’s strategic goals and operational needs.
• Policy Development: Develop and standardise HR policies and procedures across regions, ensuring compliance with local labor laws.
• Strategic Alignment: Align HR strategies with the NGO’s mission, vision, and organisational goals to drive effectiveness and efficiency.

2. Recruitment and Talent Management:

• Job Design: Develop detailed job descriptions and specifications for all positions.
• Recruitment Processes: Establish and lead a streamlined recruitment process, including job postings, candidate screening, and interview protocols.
• Onboarding: Design and implement an effective onboarding program to integrate new hires smoothly into the organisation.

3. Hiring and Setting Up HR Team:

• Team Hiring: Take responsibility for hiring and setting up the regional HR team. Define roles, recruit, and onboard HR staff in each operational country.
• Team Development: Mentor and develop the HR team to ensure they have the skills and knowledge needed to support the organisation effectively.

4. Employee Relations and Engagement:

• Work Environment: Create and maintain a positive, inclusive, and collaborative work environment.
• Conflict Resolution: Address employee grievances and mediate conflicts, ensuring fair and consistent resolution.
• Engagement Programs: Develop and implement employee engagement initiatives to foster motivation and commitment.

5. Training and Development:

• Needs Assessment: Conduct training needs assessments to identify skill gaps and development opportunities.
• Program Development: Develop and deliver training programs and professional development opportunities to enhance employee skills and performance.

6. Compliance and Risk Management:

• Legal Compliance: Ensure all HR practices comply with local labor laws and regulations in Taiwan, Nepal, the Philippines, and Malaysia.
• Risk Mitigation: Develop and implement risk management strategies to address potential HR-related risks and ensure organisational resilience.

7. HR Administration and Systems:

• HRIS Implementation: Select, implement, and manage an HR Information System (HRIS) to streamline HR processes and data management.
• Payroll and Benefits: Oversee payroll processing, benefits administration, and ensure accurate and timely compensation for all employees.
• Employee Records: Maintain accurate and confidential employee records in compliance with legal and organisational requirements.

8. Reporting and Analysis:

• HR Metrics: Establish and monitor key HR metrics to assess the effectiveness of HR practices and inform strategic decisions.
• Regular Reporting: Prepare and present regular HR reports and analytics to the Executive Director and other stakeholders.

9. Outsourcing and Vendor Management:

• Outsourcing Decisions: Identify HR functions suitable for outsourcing and manage relationships with external HR service providers.
• Vendor Performance: Monitor the performance of outsourced functions to ensure they meet the NGO’s standards and requirements.

Education:

• Bachelor’s degree in Human Resources, Business Administration, or a related field (Master’s degree preferred).

Experience:

• Minimum of 5-8 years of experience in HR management, with at least 3 years in a regional or multi-country role.
• Proven experience in setting up and implementing HR systems and strategies from the ground up.
• Experience in hiring, developing, and managing an HR team.
• Familiarity with HR practices and labor laws in Taiwan, Nepal, the Philippines, and Malaysia is highly desirable.

Purpose :
The HR Generalist is responsible for managing local/in-country HR operations. This individual is primarily accountable for driving the effective delivery of HR programs and services across the entire employee lifecycle. While the HR Generalist serves as an advisor to employees, providing guidance on HR policies and processes, he/she also works closely with the Country Manager, Department Heads, Line Managers, and other key stakeholders in ensuring employees feel supported and are engaged throughout their employment with the company.  

Key Accountabilities :

• Working closely with the Regional Head of People in adopting the overall HR Strategy and operational plans in the local HR operations through regular goal setting, ensuring quarterly objectives and priority areas are aligned with overall Company strategy 
• Developing and aligning local HR policies and procedures with the country’s legislation well as the company’s global requirements; ensuring the organization’s compliance with local employment regulations 
• Sending out job offers and gathering pre-employment requirements from incoming new joiners 
• Effectively onboarding new joiners into the company, promptly delivering HR/company briefing 
• Carrying out payroll management activities (new hire payroll registration, monthly payroll processing and statutory reporting, and final pay processing) for all employees 
• Keeping track of employee benefits utilization, processing claims, and coordinating with external benefit providers/partners (e.g. availment, renewal) 
• Monitoring new hire performance, guiding Managers during performance reviews, confirming employment regularization 
• Ensuring quarterly performance reviews are completed, documenting and cascading employee performance scores, calculating performance bonuses when applicable 
• Carrying out in-country employee engagement initiatives and activities 
• Managing and addressing employee issues related to misconduct and grievance and facilitating disciplinary procedures 
• Managing the HRIS, monitoring attendance and leave utilization, and guiding employees on using HR technology and related platforms 
• Keeping employee records up-to-date and ensuring all relevant HR documentation are intact 
• Preparing HR reports and utilizing people analytics to understand people drivers and identify improvement areas 
• Promptly addressing employee inquiries and resolving workforce issues 
• Managing in-country HR budget and expenses 
• Serving as the lead subject matter expert (SME) in all local HR matters, assisting and advising line managers on performance management, people development, compensation management, and employee issues 
• Conducting regular total rewards (compensation, benefits, perks, engagement initiatives) benchmarking to help the company attract and retain talents 
• Regularly touching base with Department Heads and Line Managers to identify people-related needs and pressing employee issues 
• Collaborating with the TA team on the development and implementation of creative recruiting strategies to hire the best available talent 
• Communicating with statutory bodies/governmental authorities when needs arise 
• Performing other relevant duties that may be assigned 

Qualifications (including core skills and competencies) 

• University degree 
• At least four (4) years of progressive work experience in full cycle HR Management (recruitment and onboarding, payroll and benefits, employee engagement, performance management, employee/industrial relations) 
• Experience in fast-paced and high growth multinational organizations, background in the fintech/tech industry a plus 
• Strong understanding of HR processes, procedures, and best practices as well as local employment laws  
• Experience in designing and implementing HR policies, procedures, and programs 
• Ability to effectively build relationships with and manage stakeholders across all levels 
• Excellent knowledge and understanding of regulations, accepted professional standards, and local legislations (including legislation on employment, data protection, and health & safety) 
• Knowledgeable about identifying, tracking, and analyzing key HR performance metrics/KPIs
